TALO
TALO 4CITY
An ethical platform for sharing information and opportunities
focused on the local community.
TALO
A new era for communities.
AI and blockchain were born for big organisations, rather than to serve communities.

For your city, these technologies have never been available in this form. Until now!

Now there is TALO. TALO changes the rules: AI that replaces no one, but supports every person by amplifying what they do best, and blockchain that does not speculate but transparently and securely records the value that stays in the community.

AI and blockchain are private. Both TALO AI orchestration and blockchain run on on-premise infrastructure: municipality and citizen data remains within the infrastructure's controlled perimeter. This approach also aligns with data protection regulations, both Swiss (nLPD) and European (GDPR).
Municipalities and Cities
The invisible ecosystem of your local area.

Every municipality, every public administration seeking to strengthen the local economy, now has an invisible ecosystem of tools โ€” payments, marketplaces, communication with citizens and businesses, and analysis โ€” that until recently were reserved for large cities with dedicated IT budgets.

TALO 4CITY is an ecosystem of exchange and public service: a digital public administration service where generated value stays in the community, with secure digital wallets, a shared marketplace and analysis tools โ€” all within reach of people who serve the local area: people who work every day to keep value where citizens live.
The philosophy
More than a payment app.
A digital service for public administration.
TALO was born from a clear conviction: the global economy drains resources from local communities. The answer is not isolation โ€” it is building our own tools. An ecosystem where generated value stays where it was created.
Ethics is not a slogan. TALO is built on open source software because transparency must be technical before it is claimed. Anyone can read, verify and modify the code. No black box. No lock-in.
Why open source
Transparency, freedom, no lock-in.
๐Ÿ”
Transparency & Security

Code anyone can verify. Bugs are discovered and fixed by the global community. No black box or industrial secrets hidden in the software.

๐Ÿ”“
Freedom & Continuity

No lock-in. The project outlasts any single supplier. Complete freedom to modify it. If Glifix closed tomorrow, the code would be yours, public on GitHub.

๐Ÿ’ถ
Cost & Sustainability

No licences. Free or with voluntary contributions to the community. No dependence on vendors that raise prices, change terms or leave the market.

The ecosystem
Three circles of participation.
1
First circle

Immediate usefulness

Useful services without credit โ€” e.g. loyalty card storage. No entry barrier. Users arrive for convenience and discover the rest.

2
Second circle

Community and exchange

Second-hand marketplace, "clear out the cellar" sales and small services between individuals. Within statutory tax limits. The platform technically enforces compliance with the rules.

3
Third circle

Merchants and businesses

Every electronic wallet transaction takes place on the private open source blockchain Hyperledger Fabric. Secure, immutable and without intermediaries.

The application

In the user's hands: a complete wallet.

Noticeboard & Communication

Inform the community

One electronic noticeboard combining three streams: official municipal announcements, merchant flyers and promotions, and local events and shows โ€” a single reference point alongside physical noticeboards, flyer distribution and scattered channels.

Marketplace & E-commerce

Sell together

A shared e-commerce marketplace and your own individual online shop. Mixed payment Euro + Wallet integrated natively.

๐Ÿ“ข
Visibility & Marketing

Get noticed

Cross-visibility between participants and to outside audiences through shared marketing campaigns ๐Ÿ˜Š.

Who adopts TALO
More than an app for a digital niche.
Infrastructure for the whole city.

In your city, over half the population has an uncertain or sceptical relationship with digital technology. An app designed only for digital natives would reach barely a quarter of the population.

๐Ÿ“ฑ
Digital natives

12โ€“34 years ยท 26,2%

Immediate adoption and complete familiarity with apps and digital wallets.

๐Ÿค”
Transition zone

45โ€“64 years ยท 30,5%

Familiarity is not guaranteed. This is where the true success of adoption across the city is decided.

๐Ÿ‘ด
Sceptical, not resistant

65 and over ยท 24,2%

The explicit audience for the story told in the video: they are convinced when someone close helps them.

Adding the 45+ age groups typically reaches more than half the population โ€” more than half the city needs guidance, rather than simply downloading an app.
This is not hypothetical: it has already happened in Switzerland. With TWINT, adoption among people aged 50 to 74 reached 32%, with registrations among the over 60s doubling in just six months during the app's early growth phase. Today TWINT is accepted by 80% of physical shops and over 84% of Swiss online shops, with more than 6 million active users in 2025. Older Swiss people adopt digital technology when the tool is designed to be simple โ€” exactly the aim of TALO.
More than payments and community
A module for every municipal department.
๐Ÿ†˜
Safety and urban spaces

Emergency button

One tap, rather than a call: in an emergency, you cannot expect someone to dial 117 and explain the situation. Immediate geolocation; if the user has given optional authorisation, verification also through cameras in the nearest area.

๐ŸŽ“
Education, social connections and support

Courses and opportunities calendar

Municipal courses, training opportunities and support gathered in one always up-to-date calendar โ€” rather than flyers, newsletters and scattered website pages.

๐ŸŽญ
Culture, sport and events

Events calendar with reminders

The municipality publishes the month's events; citizens choose: enable a reminder, book and take part โ€” all from the same calendar without leaving the app.

The emergency button goes beyond safety in the strict sense. For an older person living alone, it also supports independence at home: knowing help is one tap away, without explaining anything on the phone, reduces the fear of being isolated when assistance is needed.
๐Ÿ’ก Modules under evaluation with the municipality; roadmap to be defined together
A real problem today
More than digital adoption.
A channel for a growing area of expenditure.

In many municipalities, spending on older people's care and support has been among the fastest-growing budget items in recent years โ€” a structural trend linked to population ageing, rather than an isolated spike.

๐Ÿ“ก
Direct channel

With the older person

Push notifications, events and municipal services โ€” a simple digital channel reaching people currently excluded from the municipality's online information flows.

๐Ÿ‘จโ€๐Ÿ‘ฉโ€๐Ÿ‘ง
Family channel

With those providing care

Children, grandchildren and caregivers โ€” TALO can inform and involve those supporting older people in daily life, as well as older people themselves.

๐Ÿ˜๏ธ
Less isolation

Community, beyond services

Local events, trusted shops and markets โ€” the same ecosystem that reconnects the community (shown in the video) directly helps counter isolation among older people.

TALO does not replace the municipality's social spending โ€” but becomes a preferred communication channel with a population the municipality already substantially supports and has every interest in reaching more directly, comprehensively and affordably.
Why it works for sceptical users too
Not a native app. A PWA.

TALO is a Progressive Web App: all the benefits of a simple web page combined with those of an installed app. No App Store to find, no heavy app to download โ€” it opens from a link or QR code and behaves like an app: installable with one tap, automatic updates without the store, and push notifications included. Wallet, search and geolocation still require a connection and personal account, as with any service handling real transactions.

Age group Estimated native app adoption PWA uplift ๐Ÿ‡ฎ๐Ÿ‡น Italy ๐Ÿ‡จ๐Ÿ‡ญ Switzerland Southern EU Northern EU
16โ€“29~90%+393%95%90%96%
30โ€“54~80%+585%92%82%90%
55โ€“64~55%+1570%88%65%80%
65โ€“74~30%+2050%75%45%65%
75+~12%+1527%45%22%38%
The effect is strongest among the most sceptical groups. For the over 65s, the typical friction of a native app โ€” finding the store, understanding what to download and freeing space on the phone โ€” is often the real barrier before registration. Reducing it doubles estimated receptiveness in this group (from ~25% to ~50%). Overall, population-weighted receptiveness in a city with this demographic structure can rise to approximately 65%.
Protection of minors. The 12โ€“17 age group accesses only through a sub-wallet linked to a parent's wallet. The parent approves activation and can monitor use โ€” no independent access to funds or transactions without family supervision.
The proposal

Your network deserves
infrastructure that measures up.

TALO 4CITY is more than a payment system. It is your municipality's digital infrastructure โ€” built on certified, modular and scalable open source technology.
